The Boulder City Library District Board of Trustees normally meets on the third Wednesday of every month, at 7:00 PM, in the Board room of the Boulder City Library. Any change will be noted in the agenda for that meeting.


BOULDER CITY LIBRARY BOARD OF TRUSTEES MEETING
November 15, 2006

MEMBERS PRESENT: Brad Appleby, Amy Carvalho, Doug Haag, Roger Tobler and William Littler. Also present, Library Director Duncan McCoy, and Reference and Electronic Services Librarian Deanna Duffy.

The regular meeting of the Library Board of Trustees was called to order at 7:01 p.m.

CONSENT AGENDA: Roger Tobler moved and Amy Carvalho seconded approval of the Consent Agenda, the minutes of October 18, and the monthly expenses in the amount of $1,437.71 in presigned vouchers submitted prior to the meeting, monthly expenses in the amount of $15,945.73 in vouchers submitted at the meeting, and $504.02 in checkbook expenses submitted at the meeting.

STAFF REPORTS: See Director's Monthly Report dated November 15, 2006.

  1. Reference and Electronic Services Libn. Deanna Dufy updated Board members on the status of the wireless project. We've got the router and had it hooked up, she just needs to work out the security settings.
  2. Duncan reports that the audit for 2005/2006 is in progress. One item of interest this year is the stamp collection recently donated to the Library. The auditor will probably be suggesting additional language for our Gifts policy to cover donations of items which do not directly relate to the mission of the Library District.
  3. Duncan reported on follow-up discussions on Amy Carvalho's comments at the October Board meeting regarding M.P. King school's "Reading Counts" program and the Library's open story hour. Duncan and Children's Libn. Becky Coleman met with Amy and discussed "Reading Counts" and our Library's efforts to assist the kids from M.P. King, mainly over the summer. Also, as a result of comments about the Library's story hour, Becky has adjusted the start time for story hour and changed the rotation of staff involved.
  4. Chairman Brad Appleby passed around a thank-you note from the staff thanking the board for the Christmas bonuses.

REPORTS/DISCUSSION/ACTION:

  1. BOARD TO REVIEW CURRENT EMPLOYEE SALARY SCALE, DIRECTOR TO PRESENT COMPARATIVE SALARY DATA, ANALYSIS AND RECOMMENDATIONS. DISCUSSION ONLY: The current employee salary scale was adopted by the Board in November, 2002. Since that time, inflation (Cost of Living Index) has increased 11.914% without adjustment to the salary scale. The effect inflation creates is to erode the actual value of annual step increases for the library staff. Duncan has also polled other libraries in Nevada with similar-sized budgets and comparable levels of staffing to ours. His study shows that, compared with the other libraries, our staff is underpaid in most categories. Duncan recommends for next year (2007/2008) the salary scale be adjusted +11.914% across-the-board to compensate for inflation since the salary scale was last adopted (11/02) and that an additional $.39/hour for Library Assistant 2 and $.05/hour for Librarian 2 be added to those scales. He further recommends that, in light of the cost-of-living increase, annual step increases not be provided in the 2007/2008 budget.

    Duncan suggests that no action be taken this month, that we wait until the December meeting, after the audit is completed and we have accurate numbers for the beginning balance for the current fiscal year.

    Roger Tobler indicated that he would like to talk to Duncan about the salary numbers at the top steps of the pay scale and would arrange a meeting to do so before the December Board meeting. Doug Haag asked when a revised salary scale would take effect. A revised salary scale would take effect July 1, 2007, with the start of the next fiscal year. Duncan suggested that he feels it is best to discuss salaries now so that he will know what figures to use when he begins drafting the 2007/2008 budget in February. Doug Haag also asked if changes could be made to the salary scale later if the library's financial situation were to take a down turn. Duncan responded that personnel costs are the largest single item in the Library District's budget and should the economy (and the Library's financial situation) deteriorate, all expenditures would need to be re-evaluated.
