The Boulder City Library District Board of Trustees normally meets on the third Wednesday of every month, at 7:00 PM, in the Board room of the Boulder City Library. Any change will be noted in the agenda for that meeting.
BOULDER CITY LIBRARY BOARD OF TRUSTEES MEETING
April 16, 2008
MEMBERS PRESENT: Brad Appleby, Amy Carvalho, Gary Berger, Doug Haag, and William Littler. Also present, Library Director Duncan McCoy, Associate Director Lynn Schofield-Dahl, Reference and Electronic Services Librarian Deanna Duffy, and Robert Dahl.
The regular meeting of the Library Board of Trustees was called to order at 7:00 p.m.
CONSENT AGENDA: Amy Carvalho moved and Gary Berger seconded approval of the Consent Agenda, the minutes of the regular meeting on March 19, and the monthly expenses in the amount of $1,202.53 in presigned vouchers submitted prior to the meeting, monthly expenses in the amount of $28,641.58 in vouchers submitted at the meeting, and $5,844.44 in checkbook expenses submitted at the meeting. Motion carried.
STAFF REPORTS: See Director's Monthly Report dated April 16, and Associate Director's Monthly Report dated April 16.
- Duncan distributed a change page for the bills including invoices received since last week.
- Gary Berger was appointed to the Library Board yesterday by the County Commissioners. He's filling the remainder of Roger Tobler's term, through August, 2009. He's then eligible for 2 terms of his own.
- Duncan reports that Lynn appears to be very quick on her intellectual feet and is picking up procedures quickly. She's doing just fine.
- In the back of the packet is a copy of an article from Newsweek. The person in the picture is a local homeless man, former candidate for mayor. Newsweek did an article on homeless in libraries and they acquired the photo from the AP Wire Service. The local man is not happy about his photo attached to the article. His picture with this article suggests, to him, he's being associated with inappropriate behaviors which happen in some libraries, even though he doesn't do any of them.
REPORTS/DISCUSSION/ACTION:
- BOARD TO REVIEW APPRAISALS AND CONSIDER ACCEPTANCE OF DONATION OF RUSSEL GRATER COLLECTION OF SOUTHWESTERN INDIAN POTTERY AND BASKETRY: Duncan suggested that although nothing in the collection is specifically from Nevada, Russ Grater (long-time ranger with the National Park Service) collected them and he was from Boulder City. The estimated value of the collection is about $12,800. Doug Haag said that he'd like to accept the collection just as a memorial to him because he was such a wonderful person. Amy Carvlho asked about the value of the collection and how the auditor will deal with it. The answer is that there is a board-approved policy specifying valuation and disposal of non-library-related collections. Barbara Grater, executor of her father's estate, has indicated that the estate will purchase a suitable display case to house the collection. Doug Haag moved to accept the collection with thanks to the Grater family. Amy Carvalho seconded. Motion carried.
- BOARD TO DISCUSS CURRENT DRAFT OF FINAL BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2009.: Duncan believes that the Department of Taxation's Consolidated Tax (sales tax, motor vehicle tax, liquor and tobacco tax) projection is a little high and the Property Tax projection is probably a little low. He thinks the Library District will be fine as long as the revenue projections are only a little off. If they're way off then there could be a problem.
There are only a few changes in the draft Final Budget from the Tentative Budget (approved last month). There was a correction of a typo in staff salaries which did not change the final number there. There are two new items in 630000(7210) Miscellaneous Professional Services: Architectural Consulting ($24,000) for planning the future use of the Library's basement and Management and Financial Consulting ($10,000), should the Library need these services after the current Director's retirement. In 60320(7240) Equipment Maintenance, the Fire Safety Systems Maintenance Contract (Siemens) was adjusted to $2,964 with the negotiation of a new 5-year maintenance and monitoring contract with Siemens. 679410(7260) Conferences and Continuing Education was increased to $7,500, from $3,500, to accommodate the incoming director's involvement in national and regional professional associations.
There were no changes elsewhere in the expenditures for this draft, however the City is contemplating raising utility rates so Duncan may go back in and make some changes to 670100 (7150) Utilities. Another area where there may be a change is in 645000(7160) Insurance and Bonds. We do not receive our renewal billing for multi-risk insurance until later in the spring. We've not had any claims in living memory but Duncan has not actually seen the renewal premium for this yet. He expects to have a realistic figure for multi-risk insurance to plug into the budget, prior to adoption in May.
In Debt Service, Duncan expects the Board will be able to reduce the Debt Service Levy to .055/$100 of assessed valuation. This would be a -12.7% reduction from the present rate of .063/$100 of assessed valuation. The taxpayers of Boulder City should be happy about the reduction in the Debt Service Levy.
Next month's Final Budget, to be presented for adoption at the May 15th meeting, will reflect any changes suggested by Board members or circumstances between now and then. The next Library Board Meeting is required to be held on the third Thursday of the month, May 15th. This is the date appointed for budget public hearings for special districts around the state. Gary Berger indicated that he will not be able to attend the May 15th meeting, but will be returning shortly thereafter and be available to sign documents upon his return.
PUBLIC COMMENT: Robert Dahl, Lynn Schofield-Dahl's husband, announced that he's glad to be here in Boulder City.
